What good is a one-eyed man from the feudal era during a high-tech surveillance mission? For better or worse, Rokuro is about to find out.
While Rokuro doesn't grasp the complete concept of chips, serums, or even laboratories, when the spread of the Sylphid is described as a plague, one that might be cultivated and intentionally spread to wipe out the remaining 'free' population, he understands enough to know he must fight.
These people may not be his people, but they are people all the same, and he would rather go in blind than watch as they fall to the ungodly tactics of another enemy.
Stripped of his chip, he is more than capable of protecting those better educated in science and technology as they spy on the enemy convoy, and is well-versed enough in stealth and observation to be the eye(s) of someone who knows what they're looking for.

Rokuro is far more comfortable with the second phase of the mission. Although stopping trucks isn't exactly the same as armored horses and war caravans, creating barriers, distractions, and obstacles is well within his wheelhouse.
That one of the convoys passes directly over running water is auspicious, and so that's the route Rokuro will first take. Concealing himself beneath the bridge as he listens for the approach of the trucks.
From there, he can lift the water to create a near-impenetrable wall spanning the width of the bridge. Anything that tries to breach the water will find themselves caught in its current, and while a strong swimmer may be able to break the surface and find their way back to safe ground, the weak will drown almost immediately.
Rokuro can't hold the water forever, but there's ample opportunity for rebel commandos to take advantage of the blockade and strike the trucks from behind. Whether he runs out of steam (har har) and faints, or sees a Comrade in trouble, Rokuro will eventually drop the water.
Either way, he's going to be pissed at anyone who dares distracts him. Even if it's to point out the blood dripping from his nose or ogle the strange glowing orb that is his right eye.
iii.
Rokuro is going to be fairly exhausted when the time comes for a full-frontal assault, but he isn't the type to give up easily, especially after having his powers taken for what felt like far too long. He has something to prove to himself as much as anyone else, and needs to make up for what was a truly 'shameful' display upon escape from the Sylphid.
He doesn't know how these vehicles work, or the most efficient way to stop them, but he's ready and willing to throw them over with water, drown the engines, and 'pop' the brains and hearts of drivers as necessary. As a glass (water) canon, he is far more dangerous when directed by someone who knows how to utilize his abilities, and honestly enjoys being told what to do.
