In a way, making themselves targets may be for the best. If the guards leave their trucks they can be dispatched swiftly without damaging the vehicles or the contents inside of them. Rokuro isn't entirely certain what is worth 'redirecting' back to Central Command, but few things tolerate being drenched with water for very long.

Especially humans.

If the fleeing driver thought escaping the truck guaranteed his safety, he would be very wrong. A tendril of water, not unlike a stream made airborne, reaches out from the wall and wrapping around their torso, pulls them back in. The Sylphid inside the truck may have better luck if both windows are closed, at least until Rokuro breaks the windshield or Link tosses the truck like a toy.

The more threatening they make themselves, the more attractive they become as targets. Perhaps it's cruel to make an example of that one unlucky man in order to strike fear and anger into the hearts of his comrades, but such is war.
